Start creating a team

Hi.
I'm trying to create an Ubuntu team for my area but I didn't figure how to start.
Yes, I read https://wiki.ubuntu.com/LoCoTeamHowto a thousand times and I didn't know where to start.
First it suggest to create a page for the team in Ubuntu wiki.
Well, I have a Launchpad account but it seems to me I can't a create a page.
Would you please supply me with the A-B-C of how to start creating a team?
