In the image gallery, is it at all possible for the user to edit the descriptions of any files they've uploaded? I'm trying to do this for one of my images, but I can't seem to find the function. And if it's not possible, why not?

its there :)
loook at the brown bar immediatly above the image... to the right hand side, it says IMAGE TOOLS click it, select Edit image

you should be able now to edit your comments and file.
you have to be logged in to do such.
