Several ways lead to rome.
I give you two of them:
1. Use PHPMyadmin
2. Use Webmin
As said before, there are several more ways, including using the command line.

Lots of Howtos for this over at Howtoforge.com (http://www.howtoforge.com/ubuntu_debian_lamp_server)

It will work fine after it is installed without an internet connection.

Hello there!

If you want to build a web application server (Linux Apache MySQL PHP) Ubuntu makes it easy.

Get a copy of Ubuntu Gutsy Server, install as usual but select 'LAMP Server' in the 'Software Selection' part of the installer.
