Hi,

i want to play around with some open source mobile phone source code..anyone know of any?

i want to program voice encryption...

It depends on whether you mean the source code of the OS of some mobile device or just source code of some application meant for running on a mobile phone.
If the latter then I'm pretty sure you'll find what you need (if you know Java) in Java ME. It comes with examples and lots of other stuff.
For visual mobile apps development download NetBeans - the version that comes bundled with Java ME (which is called "mobility"):

Or just download the Java ME kit from java.sun.com (you'll find the link to the right).

If you cannot figure out how to use google to find it, what are that chances you will be able to program it?

OK good luck - you were so close...

Google's Android is interesting, also because they have their own reimplementation of Java, Dalek, optimized for small memory footprint.
