Is there any project out there like this, or am I going to have to start one lol.

Perhaps if you mounted a root (/) partition that's being shared on a remote server using NFS. That way all the applications installed on the server would be available to the client. It's not the same, but it's similar.

Or you could boot Ubuntu over a network.

It's not exactly open source however it operates similar to Citrix and SSGD.
