is there any program in the linux world (or any os for that matter) that monitors the number of watts or kilowatts used by a computer? i know of a hardware device called the kill-a-watt that does but software is better (and hopefully it is free).

the reason is because i want to lower my power usage for my high end desktop. i use the kde power managment thing that turns on the monitor after X minutes etc. but it would be nice to have something that lowers proformance of my graphics card, cpu etc when not needed (when i am downloading a large file or something).

any advice would be great. linux has better power managment than windows or mac os right?
