By command-line, do you simply mean something that'll run in a terminal without any graphical requirements?

If so, would you be after something like finch (http://www.whatsbeef.net/wabz/finch.png)?

i've used gtmess before , terminal msn client, quite useful for when msn or something is blocked and you can only ssh out .(and can't be bothered to setup tunneling !)

ps.
another benifit is that if you work in IT running a terminal is nothing out the ordinary, so nooone suspects a thing ;)

For IRC you can use ircII or irc2...
That's pretty full-featured...:)
