I have two 250 GB hard disks in my desktop computer. They seem to be the source of all heat, as everything else is cool.

I will be getting fans for them, and was wondering if there are any recommendations, I am looking at:

http://www.newegg.com/Product/Product.aspx?Item=N82E16835230005

It will not be able to work with the second drive, so http://www.newegg.com/Store/SubCategory.aspx?SubCategory=577&name=Hard-Drive-Cooling

Do you see what I could use? Even if only one drive has a fan, I will be happy.

I have a Compaq Presario.

Don't understand your concern regarding the heat produced by your hard drives, they do get warm and that's perfectly normal.
What temperature are they running at and where are they mounted?

Best place for them is directly behind a standard front intake fan in the bottom of the case.

If your case doesn't have a front intake fan, then mounting the drives in 5.5" bays with a grille in front helps.
The small fans in the one you linked to are usually very noisy, but the fans can easily be removed, leaving a useful grille.
Cool external air will be drawn through the grille and over the drive by the case exhaust fan.

These are good for mounting drives in 5.5" bays: http://www.quietpc.com/gb-en-gbp/products/harddrivesolutions/hd-stabiliser

It is normal, but not good for them. Since I have two larger drives, in close proximity (with no fans near them), keeping them cool is good for the drives and for the rest of the hardware. What point is a good CPU cooling system if my drives are heating the case?

I can feel the heat from outside the case.

I did buy a front mounted fan (I won't mind the noise), and another fan for the drive with no room for a front mounted fan.

UPDATE:

I got my IR thermometer, and found the case (and the computer cold) to be 61 F (16 C)

When running, my CPU is less than 70 F (21 C), and my hard drives are over 90 F (32 C)

Fans have been shipped and should be here soon.

(Yes, my room is 60 F (15 C) and that is a little warmer than usual)

32c is nothing at all, they'll happily run at 45c all day long.
