I have a computer desk with metal frames that comes in contact with the metal computer case. I am worry that if I stick floor protectors on it, it might charge static electricity when I make small movements on it.

So will it cause static electricity?

I'm not really sure, however, what's the concern? If you're worried about your hardware, don't be. There are no conductors between the motherboard and case; that's what the risers are for.
