Released the Public Bid Offer (edital) the auction to buy laptop computers for public schools in Brazil

The government issued on Thursday (6 / 12) the edital for the purchase of 150 thousand laptops low-cost, which will be distributed to students from 300 public schools throughout the country. The expectation is that the machines are available between March and April 2008, for the beginning of the academic year.
The project, called One Computer per pupil (UCA), is inspired by the program One Laptop per Child (OLPC in English acronym), set up by Nicholas Negroponte, co-founder of the Media Lab, Massachusetts Institute of Technology (MIT). Name is ambitious, and the goal of the project, whose goal is to provide free laptop computers to students from public schools in developing countries.
The OLPC created the XO, one of the candidates in the competition of the Ministry of Education, also known as laptop for $ 100. The price of the equipment, however, is around $ 190. Other competitors are the Classmate, Intel, and Mobilis, the Indian Encore.
One of the requirements of the government is that the computers come with free software, which can be copied and modified freely, without the payment of royalties. That condition excludes the Windows operating system, Microsoft, but not registered in the edital.
The electronic trading room will be conducted by the National Fund for the Development of Education (FNDE), through the Electronic Shopping System of the Federal government (www.comprasnet.gov.br), and is the type lesser price. Bids will be opened on 18.
According to the prospect (edital), published by the Ministry of Education, will participate in the trading room companies that meet their conditions, including as to the documentation, and are duly accredited in the Secretariat of Logistics and Information Technology (SLTI), the Ministry of Planning. It will be permitted, to companies interested in participating in the bidding, the formation of consortium, but then each will have to indicate the products offered, and the leader of the consortium, which will be exercised by Brazilian company, when it is formed by Brazilian companies and foreign. It required a demonstration by company consorcium, the index accounting for the economic-financial qualification, in the form of the Law
Rated the proposals will be open to competitive stage, occasion in which the participants may submit bids exclusively through Comprasnet, which will be immediately informed of their receipt and the time of registration and value. Like the proposals, bids will be offered by the overall value.
After the closing stage of bidding, the bidder make the trial of the proposals following criterion of lower price and can guide, the electronic system, counter-proposals, directly to the bidder that has submitted the lowest bid value, to be obtained better price, as well as deciding on their acceptance.
Approved the bidding by the competent authority, the FNDE convene, officially, the company winning the event for no later than three working days from the date of receipt of the summons. The convened that, within the period of validity of its proposal, does not sign the contract, fail to deliver documents required in the prospect (edital), presenting false documentation, forcing the delay of the implementation of the object, it has the proposal, fails or fraud in the execution of the contract , behave themselves so inidôneo, make false declaration, or commit tax fraud, guaranteed the right to broad protection, will be prevented from bidding and contract with the Union, and will not be considered in SICAF, for a period of up to five years.
In addition, the contracted must submit a guarantee of performance contract of 5% on the total value of the contract and present the guarantee against defects in manufacture of at least 36 months.
Any request for clarification, on any doubts in the interpretation of the prospect (edital) and its attachments, should be sent to bidder (pregoeiro) until three working days before the date fixed for opening of the session public, exclusively via Internet, in e-mail compc @ fnde.gov.br. The information and clarification will be provided through the site Comprasnet.
