The updates repository is for Hardy Heron only, and includes the main, restricted, universe, and multiverse sections for amd64 architecture.

I'm a Penn State student (at Main campus), and I set up my laptop to use the repository right on campus. It's blazing fast compared to what I get with the main US mirror. Not sure how much it will help off campus, but it's definitely a central pa location, which is what you were looking for.
