Microsoft required schools to have licences for every PC in a school that might use its software, whether they were actually doing so or running something else

Besides, if the schools really want to make sure they get the best deal, they can open a submission under the WTO agreement. Provided they do not put into it that is has to made by MS, they could get some nice deals.
