What is the difference? I really don't understand. I always thought they were the same.

Window Managers are like e16, e17, and fluxbox. Not an entire desktop, it just handles windows and how they work.

Desktop Environments are like KDE and Gnome, they provide the framework for the WM's to work under. Such as e17 using GTK (Gnome) as its framework for actually running applications.

e17 is a Desktop Environment, not a Window Manager. Just thought I would point that out.

Its a substitute DE, but it still requires GTK libs, so it is not considered a full DE. Only a WM.

Their broken down into three parts/layers.

These fall under the desktop environment class:
GNOME http://www.gnome.org/
KDE http://www.kde.org/
Xfce http://www.xfce.org/

These fall under the window managers class
Enlightenment http://www.enlightenment.org/ Which was just a window manager for X11.
Blackbox http://blackboxwm.sourceforge.net/AboutBlackbox
Fluxbox http://fluxbox.sourceforge.net/
FVWM http://www.fvwm.org/
IceWM

Not anymore. The are developing their own libraries (etk) and apps are being developed in those libraries.

Yep

Enlightenment is an African word meaning "Perpetual Alpha", though that is only a rough translation.
