Well it must be doing something. If the EU can force MS to pay billions of dollars it has to leave a mark at some point - it's quite agressive action. The thing is, will they start to regulate more instead of doing fines? That is where the real damage will happen.

What is going to happen is that instead of negotiating individual contracts with other vendors to use MS technology, MS will now have flat fees; everyone pays the same. All they have to do is break up each little technology into a flat fee product and whalaa...back to business as usual. It all started with Novell....and it's called selective immunity for those that can afford it.
