After reading an article in Linux Format issue 99 on Linux in general.
I would like your opinion on the following.

1, Should there be a standard default GUI on all Linux Distro`s.

2. Standard Package Manager ie: RPM or DEBS.

Would the above benefit Linux and make it easier for Hardware Manufactures and Software Developers to produce Hardware/Software for linux.

One more question due to the increase in 64bit CPUs is it time for Ubuntu to have 64bit version as the main Distribution

It wouldn't really make a difference, since the GUI and package types are independent of the OS itself. For example, the package type doesn't change how the manufacturer has to code its software, it just changes how you as the user install it.

I am currently running Ubuntu in 32bit, but I would like to go to 64 if it weren't for the compatibility issues. Is there a Flash player in 64bit?
