Why is it that in ubuntu, using networkmanager, I can setup a wpa encrypted network in seconds, but in debian, using the same app, I can't even add my wifi/atheros pcmcia?

Because Ubuntu is set up with everything you could ever possibly need, whereas Debian installs the minimal and you have to install the rest. Different, but both good.
