We have the beginning of the Morgantown team (https://wiki.ubuntu.com/US-WV-Morgantown) that I created a while back. I am no longer available to run the team (moved to North Carolina) but you may be able to generate some interest with some of the other folks listed there. It could easily be expanded to include all of West Virginia.
