The new version of TheOpenCD now has a min-Live CD derived from Hoary Live (kindly built by Colin Watson and Adam Conrad). Read more here (http://www.theopencd.org/index.php?option=com_content&task=view&id=68&Itemid=1).

Now that's a good idea.
I think that this will get a lot more people to try out Ubuntu, which certainly is a good thing.

What programs were removed from the original ubuntu livecd?

Most language packs, some infrastructure things that aren't acually used in the base install, evolution (who sets up an email acct. on a live CD?), etc. The big things like OpenOffice and Gimp were actually left in.

Also remember that the original live CDs already have about 120MB of stuff from TheOpenCD on them (which has now just been extended basically). See here (https://wiki.ubuntu.com/WinFOSS)
