Here in Portugal we have an "Official" Caixa Mágica (http://www.caixamagica.pt/pag/a_index.php) (magical box). It's a RedHat based one.
But the government supports (our money in fact) this one here (http://www.microsoft.com).

There is too a Portuguese scientific oriented one, Paipix (http://www.paipix.org/tikiwiki/tiki-index.php?page=PaiPix_EN). (knoppix based)

I think it does. The main servers for openSuSE, at least, are still all German. But if the primary language is English and not German, it may be hard to say.

Tumix GNU/Linux (http://tumix.softwarelibre.org.pe/)

Translated from About page:

TumiX is a Peruvian Linux distribution based on Slackware and SLAX. It provides the KDE desktop environment together with a large number of academic, office and multimedia applications. The distribution is targeted at colleges, universities and Peruvian educational institutions in general in order to help teaching and understanding GNU/Linux and to spread the use of Free Software in Peru. Tumix is an initiative of the Peruvian Community of Free Software and is distributed under the General Public License.

The name "TumiX" is a combination of two words between "Tumi" (a knife used to do ritual sacrifice in the Chimú Culture of Peru) and the "X" for X Windows System.

My own comment: "Tumi" is a special knife used for rituals, it is kind like "Athame" for the Wiccans.

There must be hundreds of thousands different distros around the world. Here in Venezuela the only one I've heard about so far is ULAnux/ULAnix (http://nux.ula.ve/) which is developed in a Venezuelan University (ULA = Universidad de Los Andes) with academic purposes (haven't tried it myself). I found a Wikipedia article (http://es.wikipedia.org/wiki/ULAnix) (in spanish) regarding ULAnix/nux.

I also heard about a project named distronacional but seems to be still under development stage (I subscribed myself to its mailing list but I don't what happened since I suddenly stopped receiving the project's e-mails :-? ).
