Hello, I received and email from paypal today that was supposed to have information about my account. It instead contained hundreds of usernames and or emails. I have contacted paypal about this but received no response.

All of a sudden I'm glad I used all of my cash in my paypal account and haven't added more....

Sounds like a phishing scam, I have recieved those before then I realized the e-mail they sent it to had nothing to do with the e-mail my paypal account used.

They do look pretty realistic as if they are really from PayPal but they are not.

no passwords but, the address is services@paypal.com and the subject line is "restore your account" and access to my account is currently restricted. And, the email doesn't contain any links or ask for any information, just over 36000 characters worth of email addresses.

Try forwarding it to spoof@paypal.com, they will (a) contact you letting you know whether it's a scam and (b) this would alert them if it's a real security issue (doesn't seem likely).

almost any time that they tell you to reactivate or save or other BS for your account, it's fishing. It would be easier to say for certain if we could see the email itself (as in, where it came from, not the email address which is easy to forge), although this sounds to me like some half-rate scammer put a bunch of email addresses in the body box instead of BCC.

whether it is a fake or mistake, or what, with something like 36000 characters worth of email addresses, then something is going on. i wouldn't want my email addy in that list, and maybe sent all over the net. i think i would cancel my account till paypal resolved the issue to my satisfaction;)

It's a scam. You can see the information about it on http://www.snopes.com . It's been going around for quite some time now.
