Honestly I feel quite stupid because I'm sure it's something simple, but I'm getting new windows instead of new tabs.
On windows I WILL NEVER get a new window NO MATTER WHAT I DO, which is what I like.
I went to
Edit>Preferences>Tabs>New windows will be open in "New Tabs"
and I still get new windows sometimes.
What's up with that?

Same here. Firefox always opens a new window instead of a new tab. If anyone knows the answer to this it would be appreciated.

Start Firefox, Edit, Preferences, Tabs. You have a choice of new window or new tabs, take your pick.

Try this. Edit>Preferences>Tabs. Select "Open in New Window"
Then switch it back to "Open in New Tab"
It should work now. That worked for me.
It's a little glitch. Never understood why it did that.

Oh and if you want a lot more control of your tabs, install tab mix plus (https://addons.mozilla.org/en-US/firefox/addon/1122). Great plugin :).

I tried installing the "Tabbrowser Preferences" add-on and now tabs are working.

I'm officially calling this a bug.

The preferences fix not working? Or what do you mean?

Worked great for me, still a very, very annoying bug though.

There's away to edit the about:config to make it work right. I'll hunt it down again and post the info here.

i found that it is automatically set to "new tabs". it doesn't

It magically fixes itself when you select "new window" and then select back to "new tabs"

sorted

doh, futurepilot beat me to it
