I don't know if this is what you are looking for, but you could always try to learn Java and make java web applets. The compiler and runtime is a free download for all platforms (Linux, Mac, Windows) but I don't know of any free Flash development tools. I think gnash has a compile tool but it's probably not usable. Besides, graphics in most flash games I've seen look horrible but the animation is nice.

Also, there is a free IDE for Java development called Netbeans.

Is SWiSH not free any more? Might only be trials now. And it'd probably be a Wine job - I doubt they have Linux versions.
