SMF vs vbulletin - why doesn't ubuntu practice what it preeches? Seems hypocritical

I really don't understand why ubuntu pushes for FOSS, yet it uses vBulletin for their forum instead of something like SMF. For me to use vbulletin it's 160 dollars, while SMF is free and I've always been supporting FOSS and it just kind of surprised me to see ubuntu's forum using the paid one. Why?
