The Portland Project has actually been around for quite a while. Take a look at their wiki: http://portland.freedesktop.org/wiki/. What they've done so far is provide a unified interface for adding desktop icons, among other things; seemingly so that developers don't have to worry so much about which desktop environment users have.

Here's the Wikipedia article: http://en.wikipedia.org/wiki/Portland_Project.

I have just read about this project. It seems extremely nice. My hopes are that KDE and Gnome will merge sometimes. Having a unified DE is in my opinion something which would really help adoption of Linux.

Yeah the crap with apps for KDE, GTK 1 / 2, and what not is very annoying. Just make it one system and make a preference how you can set the menu
