Website not working

The website I have designed, and purchased a domain name for is not working to the outside world, apparently, anyone know what is wrong, my outside IP address works fine in-network, someone try it http://69.114.39.249:80/index.html and tell me what's wrong :D. Thanks

Just tried to access it and it's not a 404; the page just takes a dog's age to load and then times out.

Where is the site hosted? Does you ISP even allow you to host sites, if you're hosting it at home?

I have 30 MBPS downstream, 5 MBPS upstream, that's plenty to host a light-end site, I found the problem, my ISP blocked port 80, I changed the port, but DYNDNS doesn't want to host a dif. port besides 80, any way to do that?
