My guess would be windows. Most popular option is Nero, or you could download ISO recorder http://isorecorder.alexfeinman.com/isorecorder.htm (what I use)

You'll need a burning program such as CDBurnerXPPro or Nero for Windows.

On Ubuntu, you can right-click the ISO and hit "Write to Disc."
