Looks exactly like the Fluxbox setup I was using a few years ago on my laptop, when it still ran FreeBSD. I had the same theme, wallpaper with similar colours, and the same type of dockapps (there's a whole bunch of other ones that have a similar look, too).

A somewhat customised fluxbox using a gkrellm or gkrellm-like app and a cool background? com'on RAV TUX and Brunellus you can do better than this.
