I don't think it is, people who use the binary driver are going to use them and people use the kernel driver are going to use that. I don't think using the binary driver by default is going to hurt the development of the open drivers. People who use the Nvidia driver are going to use it regardless of if its installed by default or not (thats true for me at least I don't want to speak for everyone)

I think it will increase the user base of free software distros and restrict the user base of other non-free software distros.
