Utah Team Constitution

I am proposing a constitution for our LoCo team. Something in the way of how a Utah member should be involved when joining the team, what rights are available, and the conduct that is expected.

I don't bring this up because there have been problems with our team. Rather, on days, I feel lost and need direction. I think creating a Team Constitution can help.

Here is the constitution (http://linux.usu.edu/about_us/constitution) for the Free Software and Linux Club in Logan. We can use that as a template for ours.
