You forgot illegal. It's called fraud, and its a criminal offense. :)

I like having a read of 419 eater (http://www.419eater.com/) every so often. Quite entertaining. But not recommended.

Yeah, most of these scams are illegal, even in those countries the perps live in. Some authorities have taken action against them. Even the name 419 (http://en.wikipedia.org/w/index.php?title=419_scam) depicts that.
