Ubuntu now has its own usenet group:
alt.os.linux.ubuntu
You can ask Google to include on its Google Groups site along with other linux usenet groups by filling out the web form here:

My ISP doesn't have alt.os.linux.ubuntu but google groups is a good idea !

Executables are microsoft windows programs. Python is an interpreted language. The *.py URL means that the information you fill out on their web form ( asking them to carry alt.os.linux.ubuntu ) goes to a python script to "executed" on THEIR computer(server) to process the information.
