Does such a thing exist?
Something simular to Systrans, which basically translates a document or webpage into what ever language you want.

I don't know of opensource programs, but there are always the free translation services on the Web:

http://translate.google.com/translate_t

http://babelfish.altavista.com/

http://www.worldlingo.com/en/websites/url_translator.html

http://www.humanitas-international.org/newstran/more-translators.htm

to name a few.
