Best language for programming in KDE?

What is the best language for programming in KDE, and if I was going to learn this language, what tools would I need to write/compile the programs that I make?

The "best" language is C++, since KDE is actively being developed using this language. If you install KDevelop, you will have most of the things you need to develop programs for KDE. See http://developer.kde.org for more information.
