I haven't heard much news on it lately. Will it replace synaptic and adept?

Well an interesting thing from their website is this:
Canonical Ltd. - Is funding Smart development since September of 2005.
and this:
APT-RPM & Debian - Experience on packaging and ideas for a better framework were developed while the author of Smart worked as the APT-RPM maintainer.
This is interesting because the whole point of debian really is Apt... the package management is what makes a distribution really. So if smartpackage is being made by the previous maintainer of apt, then who better to develope a package management system. He probably knows what he is doing and seeing that canonical is funding them.... its probably going to be in the future somewhere for ubuntu.
