My scroll wheel doesn't work on 'Post New Thread' pages

Is it just my computer, or does anybody else's scroll wheel not work when writing a reply / new thread?

It's really annoying as the 'Submit New Thread' button is just below the bottom of the screen.

Anybody else notice this phenomenon?

Can the moderators/keepers do anything about it?

For some versions of browsers:
If your cursor is in the text box, you will not be able to scroll - you first have to click outside of the text box in order to scroll. The reason for this is that by typing in the text box, you've given the text box the "focus" ... so all mouse movements outside of resetting the focus somewhere else respond inside of that box.
