is it illegal to copy howtos to my website to give one central organized location of howtos? i thought it would be cool to have one website with every howto a new user would need to get started with ubuntu.

of course i would cite my source as well.

It's fine as long as you link to and cite the author.

It actually depends on the license by which it's released. The safest thing to do is to contact the author and ask her for permission to use it.

That said, there are already some sites for centralized documentation:

http://doc.gwos.org
http://help.ubuntu.com/

Nothing wrong with what you are proposing but why not rather support:
UDSF- http://www.ubuntuforums.org/forumdisplay.php?f=124 & http://doc.gwos.org/index.php/Main_Page
Wiki- https://wiki.ubuntu.com/

If you copy stuff you will have to check the license it is published under and conform to it. This forum uses Creative Commons.
