I got Minecraft Launcher ot (Other Linux (tarball) Minecraft Launcher for Minecraft Java Edition) from the software install app (the minecraft.net version wouldn't work) and when I click on it at the launchpad (I'm used to using mac so I'm calling it launchpad) it doesn't boot. I have a Raspberry Pi 4B running Ubuntu.

Two questions:

1. What do you mean when you say that the minecraft.net version wouldn't work?

2. Do you have Java installed? (By the way: OpenJDK will generally work, but a lot of functionality will be lost. I recommend Oracle Java.)

This is a known bug in Linux. To do this, you just need to uninstall and reinstall the game. My best friend also tried to reinstall the game and accidentally installed a version of the game with viruses. Because of this, his computer began to be used with Bitcoin mining, therefore, the efficiency of the computer dropped significantly. After that, he had to reinstall the whole Windows, and then I came to his aid and helped to install the normal version of the game. So if you also need a good version of the game, then you should go to https://techplugged.com/how-to-get-the-minecraft-windows-10-edition-for-free/. There you can find a guide to installing the normal version of the game.

If used with official launcher it should load proper .jar file tho? You just need to be sure you're only running official files, there are plenty of bogus .jar floating "around" and I wouldn't even consider running those.
