Ubuntu Mate 20.04 still showing as development version

The option to upgrade to 20.04 is still not showing up on a Ubuntu Mate 18.04 unless I add the -d option to update-manager -c. Then it tells me it is a development release. I can find no doc updates, except Aug 6 was to be the date for regular 20.04, and there was an announcement that this had actually happened.

20.04 was released in April and hasn't been a development version since then. What is in development is the upgrade path from 18.04 to 20.04. It should be released shortly after the release of 20.04.1, but there is a small delay.
