Lubuntu 19.04, along with all 19.04 releases are EOL and this is your issue.

http://fridge.ubuntu.com/2020/01/23/ubuntu-19-04-disco-dingo-end-of-life-reached-on-january-23-2020/
https://lubuntu.me/lubuntu-19-04-end-of-life-and-current-support-statuses/

After a release goes EOL, mirrors can drop it, and the main archive.ubuntu.com gets moved to old-releases. Refer to https://help.ubuntu.com/community/EOLUpgrades which will tell you to replace the archive.ubuntu.com with old-releases.ubuntu.com and then fully-upgrade your system (reboot if system updates esp. kernel stack changes), and then read the Lubuntu 19.10 release notes (https://lubuntu.me/eoan-released/) and upgrade to 19.10 asap.

Once on 19.10, you'll need to upgrade to 20.04 very soon anyway as normal releases are only supported for 9 months (19.04 was the 2019-April release so knowing it reached EOL in 2020-Jan was easy), so you could consider a re-install with Lubuntu 20.04 LTS (Manual partitioning, no-format) as it'll be much faster.

Of course backup before you do any of these.
