After installing Xubuntu 18.04.4 (i.e., the latest LTS release), I get "Incomplete Language Support" even though I have (several times) performed "Run this Action Now". The first time, lots of updates were installed, and subsequently none. What's up with persistent nag screen?

I'm assuming a problem indicator somewhere is not being cleared properly? I've googled this problem, and the issue seems to have been griped about a number of times, but there is never a resolution (or at least one detailed enough to act upon).

BTW, I have installed (older) Xubuntu releases many times, and I've never had this aggravation (or much of any aggravation) with the install; so, I suspect this is problem was introduced recently but not sure why it is not more frequently reported now.

Can’t help cuz I dont have xubuntu.

You can do what I did. Install ubuntu 18.04 lts. Do sudo apt install xfce4*
Then follow instructions on google about installing xfce4.14

The added benefit of this route is that in gnome you could add your google accaunt and it will show google disk right on your xfce desktop.

I have no suck problem.

You could also try installing using english and then adding your language.
