It is not possible to answer your question sensibly or properly unless we know what type of graphics you need to create or design.

There are many applications available from the repos, and probably others from proprietary sources so tell us more aboit what you need and someone (not me, I'm afraid, as I am not any sort of artist) will probably be along with appropriate suggestions.

"Best" is opinion based. Inkscape is a valid suggestion designed to do what you want.
