Where is Over-Amplification in GNOME 3.34 tweaks? It was very helpful. Any ideas how to increase sound volume?

Over amplification can be done in settings > sound.
If not, you're system is off-base somewhere.
No need for tweaks.

Hello,
I think that you can enable that from PulseAudio Volume Control -> Output Devices and from there to raise the bar above 100%.
Regards!
