Well guys I took the plunge and ditched W10 put 19.10 but wouldn't install with UEFI secure boot so I turned off it off in bio and so far it but didn't run before did they do something different or is something wrong with laptop like I said it runs great on legacy

What brand/model laptop?
Most work. Many older systems need UEFI update. Some need various work arounds or boot parameters.

Often better to install in UEFI mode with Secure boot off, so later you may be able to turn Secure boot on and update Ubuntu.

only 3 years old Dell Inspiron 15 AMD 3000 series I'm thinking the hard drive is packing it shows 160 bad sectors

Dell needs UEFI update.
It also needs RAID/Intel RST changed to AHCI.
