On a new (vm) install of Ubuntu 19.04 in the Software center, a search for "arc" does not find the Arc Menu Gnome extension that is actually in the store.
I found it eventually by searching for "menu" and after scrolling down a long way it was the 24th hit.

Does this happen to anyone else? If so it seems like a bug.

As such it has some priority, as the Arc Menu helps Mouse users improve productivity over the default, full screen launcher. Which is more suited to keyboard users.

EDIT: Just seen "Show 69 more matches" at the bottom. So a whole load more scrolling finds it. So mystery solved but it's still not a satisfactory situation. And very counter intuitive that it is not at the top or even visible in the first screen but the 70th entry.

Unix is case sensitive. Linux is too. I would consider a case-insensitive search to be a bug unless there is a checkbox to toggle between the choices.
