The following packages have unmet dependencies: openssl : Depends: libssl1.1 (>= 1.1.1) but 1.1.0g-2ubuntu4.3 is to be installed E: Unable to correct problems, you have held broken packages. I've tried dist-upgrade...nothing happens sudo apt-get install libssl-dev Some packages could not be installed. This may mean that you have requested an impossible situation or if you are using the unstable distribution that some required packages have not yet been created or been moved out of Incoming. The following information may help to resolve the situation: The following packages have unmet dependencies: libssl-dev : Depends: libssl1.1 (= 1.1.1b-1ubuntu2~ppa1bionic1) but 1.1.0g-2ubuntu4.3 is to be installed E: Unable to correct problems, you have held broken packages apt-cache policy libssl-dev libssl-dev: Installed: 1.1.0g-2ubuntu4.3 Candidate: 1.1.1b-1ubuntu2~ppa1bionic1 Version table: 1.1.1b-1ubuntu2~ppa1bionic1 500 500 http://ppa.launchpad.net/mgrocock/openssl/ubuntu bionic/main amd64 Packages *** 1.1.0g-2ubuntu4.3 500 500 http://bd.archive.ubuntu.com/ubuntu bionic-updates/main amd64 Packages 500 http://security.ubuntu.com/ubuntu bionic-security/main amd64 Packages 100 /var/lib/dpkg/status 1.1.0g-2ubuntu4 500 500 http://bd.archive.ubuntu.com/ubuntu bionic/main amd64 Packages 1.0.2g-1ubuntu4 500 500 http://archive.ubuntu.com/ubuntu xenial/main amd64 Packages sudo apt-get install libssl-dev=1.1.0g-2ubuntu4.3 Reading package lists... And at that time I installed libssl, I think I had already a package for it. Now if I try to remove it for re-installation, I can see a lot of software depends on it and removing it can temporarily break them. So, posting in here for help :D
