I'm trying to create a bootable USB for installing Windows 10. I have followed the instructions on here (https://www.linuxbabe.com/ubuntu/easily-create-windows-10-bootable-usb-ubuntu) and also tried using WoeUSB. When the USB is connected to the laptop (XPS 13), I get a message saying System BootOrder not found. Initialising defaults. They recommend here (https://askubuntu.com/questions/1042747/system-bootorder-not-found) to turn on Secure Boot and then add some files as secure for execution. I couldn't find any place to specify those files, but I do have similar settings automatically set up:
- ubuntu with \EFI\ubuntu\shimx64.efi
- uefi with EFI\boot\bootx64 (no starting slash)
The first one is the currently running Ubuntu, the second is coming from (I'm guessing) some kind of internal storage that dell restores automatically. If I delete either of these boot options, they are automatically added back.
As the USB is a windows installer, I wouldn't expect it to have \EFI\ubuntu\shimx64.efi but the other file should exist.
The output from running `efibootmgr -v`:

I remember this being so simple, also I used Windows 10 April 2018, because I read about the October release containing a large file which requires NTFS partition and that causes problems with some of the systems. I also tried that, though, without any success.
