Is there a reason that we can no longer change desk top folder icons in 19.04?
I can change it in the properties but the desk top icon does not change.

Nicely put: Development is a perpetual, constantly changing and iterative landscape upon which changes can evaporate as fast as they are made.
I had heard that there were some problems with, a related commit to Adwaita’s CSS.

The “desktop” space you may be familiar with in GNOME is actually provided by "Nautilus", the GNOME file manager. It’s Nautilus which handles the task of drawing, organizing and arranging the icons.
Now maybe you can see why I don't use gnome-shell, BTW I learned linux with gnome so it breaks my heart to see the chosen direction they have taken. :( But now very happy with Mate and XFCE4. Yay me! ;)
I forgot to add>>>Nemo, a Nautilus fork which has maintained and improved the ‘desktop’ feature over the past few years.
**Note the word “recommended” alternative here; GNOME has no plans to ship with Nemo (or any of the Cinnamon dependencies it pulls in) by default. It will be up to users and distro makers to settle on a replacement (if any).
