I followed the upgrade instructions from the release notes but it's only offering 18.10, not 19.04.

Pretty sure that for point releases you need to upgrade in order. The only way you can jump or skip a release is for LTS upgrades. 16.04 > 18.04 and so forth. You will need to upgrade to 18.10 before going to 19.04.

In the old days you could only upgrade either from the direct release to the very next release or from LTS to LTS,
this was back when non-LTS releases had 18 months support life.

But in recent times since the non-LTS releases are only 9 months long they now open the channels for releases to skip over the dead releases.
so in a matter of time they might open it up to jump from 18.04 to 19.04 and even at some point to 19.10.

But they only open the channel after the last release hits end of life.
(So at this point 18.10 hits end of life in 3 months, which would mean the channel to 19.04 from 18.04 would open in 3 months)

That is if they keep what they have been doing recently.

The first point release only ever matters in the jump from LTS to LTS,
The first true release after any LTS happens after the first point release anyway.

I think I get it now.

For right now, I have to go 18.04 -> 18.10 -> 19.04.
When 18.10 hits end of life in ~3 months, I may be able to go from 18.04 to 19.04. (if they keep doing it like they have been)
When 20.04LTS is released, I'll be able to go 18.04 -> 20.04.

Every 2 years, a long term service release is made. 18.04 was the last one: released during the 4th month of 2018, hence the name 18.04. The next LTS release will be in 2020 during the 4th month. In the meantime, a new, short term release will be issued every 6 months. These short term releases are only supported until the next short term release. However, the LTS releases are supported for 5 years. It is always best to stick with the LTS releases. When it comes time to upgrade one of those, I have always found it easier and quicker to just backup what I need to keep, wipe out what is there, and do a clean install.
