downloading ubuntu 18.04

I tried to upgrade to 18.04 from 16.04 on desktop. Just got a blank page and nothing happened. I clicked on this Desktop image for 64-bit PC (AMD64) computers (standard download) at http://releases.ubuntu.com/18.04/. Has been running for 30 mins. Is this normal? Is this the right way to get ubuntu 18.04?

It's the right way. You can check the progress by clicking the download arrow on Firefox toolbar. When you click on file's link, did you get the popup dialog asking "what should Firefox do with this file?"

Mark the 'save' option, then click OK.
