Selected wallpaper goes away at launch

18.04 Kubuntu - choose wallpaper for desktop but when I launch the next time, the default wallpaper is back.
Previously happened when I had the wallpaper on an external drive. Now is on the same drive.
What can I do?

Is it on a different partition? That will keep it from working. I have a folder in Downloads where I keep mine.

Same partition. In the home folder under wallpaper folder. Why I am confused.

Just to double check, this isn't a Live media that you are using, is it ?

Get real. How do you permanently store pictures to put on wallpaper on live media in your home folder?

What file stores this information for launch? Is it possible that file is read only? Had problem with my whole disk being read only that I could not launch Kubuntu.
